It's called trauma based mind control. They torture the victim until their mind creates another personality to endure the pain because they cannot. This "alter" can them be programmed to do whatever they want in response to a word, sound etc. called a trigger.

That's what they do with the ugly ones.

Bynes is just one subset of MKULTRA, though trauma (Alpha; The Tower) is the core trait.

Some serve purposes for sex and entertainment. (Beta; The Devil)

Some serve purposes for black-ops like blackmail and hits. (Delta; Death and The Chariot)

Some serve purposes for remote-viewing and clairvoyance. (Theta; The Magician and The High Priestess)

Some serve purposes of controlled leadership (Sigma; The Emperor and Empress for secular thinkers; Judgement and Temperance for religious believers)

During training they also pick one child candidate to lead the group and every so often that leader cuts the fucking throat of any candidate not performing up to par. Right in front of everyone, to scare them shitless.

Drowning is also a very effective way of achieving split personalities and heightened psychological traits. It's quick, the candidate can be easily revived and when they come back around they have crossed over to the other side and come back with more than they left with, if that makes sense.

The trick to MKULTRA is controlling all of the societal archetypes (Tarot Major Arcana), the key seen figures, and the memetics behind them. Combine this with mass control of communications (highly fear and trauma-based) and you can spread the diseased archetypes to replace the natural ones. Hence...black is white and white is black.

Yes this is also played on all people. The archetypes are huge part of it as they trigger the subconscious mind.

You should check out Fritz Springmeier and his work on the mind control subject. Most evil is trauma based mind control, they start when they are very young, it's quite horrible.
