Depends on the nature of the pandemic/epidemic.

If a virus can spread rather quickly, then decimating one area with nukes probably won't contain it. Maybe it would slow its spread, but by the time a whole chunk of the country is quarantined and the rockets are launched, the virus would already have spread to other areas.

Well if, hypothethically speaking, they were the cause of it then i guess nuking it would be as good a solution than any...
