I'm not spamming. Just wondering if this is normal for any modern countries. Is this normal or just a scam? I'm not mentioning the brand.

Every dealer, according to the size of his lot and the yearly sales he does, is going to order between 12 and 24, maybe more, just to sit in inventory on his lot. In North America we produce about 550,000 units a month average, all models. 40,000 to start off a new model year wouldn't be very high for a mid range price production car I would guess, probably about average.
