The Khibiny jammer is fairly new.

The Khibiny jammer is a high power jammer. KNIRTI Khibiny M Electronic Warfare Self Protection suite including the L175V jammer, an infrared MAWS system of undisclosed type, a threat warning and RF surveillance receiver of an unspecified type, and countermeasures dispensers.

That is, it is an electronic countermeasure system designed to jam phased array tracking systems so that they cannot lock on to targets. Simple physics tells us that it would take a huge amount of EMF (which the Khibiny doesn't do anyway) to knock out an entire ship's electrical systems, and that would take a HUGE amount of energy storage that could never be lifted by this aircraft.

Anyway, it's common knowledge that Khibiny was designed for the SU-35, not the SU-24 cited in this "article".

And "the State Department acknowledged". Really? Where is the link? This would be all over the news if State announced this. But if this event did happen as described, you can bet that nobody, especially State, would be making public acknowledgements.

Bullshit.
We invented it, and like every other weapon on the planet,
the American version is best.
We've been able to produce pulses of over 300,000v per squar meter, the first time we created EMP (by accident)
it created a field strenght of over 50,000 volts per meter.
The Russikis have never had anything they did not steal,
from the Bear bombers to Migs.
It would take millions of volyts per square meter to have any effect on shielded equipment, it would make the ships crew sick if it happened, and would destroy the plane
carrying it.
Which is why an EMP weapon is always carried by drone.

Non nuclear EMP requires a conventional explosive as the source of chemical energy to convert into electromagnetic energy.

There was no mention of an explosion in any of the reports about this incident.

And if it was an EMP, the systems would not just turn back on afterwords, they would be destroyed.

Oh wait, they wouldn't, because ships as well as most military hardware are hardened agains EMPs.

From what I've read in other reports recently, this technology is also in satellites currently in orbit. The beams can be aimed at enemy satellites to knock out systems, as well as aimed down to a target on the Earth's surface (no need for aircraft to even fly over.)
