Umm thrust is not about pushing against something, it's about throwing something back in order to get flung the other way

Also space is not a pure vaccum but that's another story

In reality the air in the atmosphere is actually slowing the rocket down, whereas the near vaccum of space lets it go much easier because it doesnt have to push through anything.. For example trying to run on a road vs trying to run chest deep in water

So it's the direct opposite of what you are saying heh
