flooding the banks with huge sums of money increasing their liquidly while then giving them a .25 return on money stored at the fed thus giving them more money but failed to a stipulation on the money given saying "hey, only hold so and so amount the rest lend" and thus having banks hold on instead of leading when rates were at the cheapest.
