They're being trained to uphold the law to a judge/jury/executioner degree and it's creating a backlash against the police. I suspect insurance companies, and lawsuits motivate the politicians to tell their forces to crack a few heads and make examples of them, but then there will be a backlash. The police are caught in the middle with the corrupt politicians on one side and the poor on the other. A lot of people are belligerant because they can turn and sue the police if a cop looses his cool once in a while. I had a co-worker who was black and he used to always brag about how he sued the city for discrimination for $10k. He was totally useless and came to work half drunk, but he felt empowered by the fact that he could turn his situation into a lawsuit should anyone call him out on his conduct - and who do we have to thank? Lawyers who only see rights and laws and not the person who is a scumbag. That's enough to drive cops crazy, I'm sure.
