You're giving your son up to the State. You have enrolled him in FREE DAY CARE. And now you're upset about a little piece of paper the school has sent home asking you to send in $20 for some Pom Poms? If this letter home is your biggest issue with the school, you ought to STEP BACK and consider your motivations for sending him in the first place. What is the big picture here?
