I believe it was a message directed at a specific person but the number was put in the database wrong or duplicated somehow.

Like everyday at 7pm, the assignee would expect assignment numbers for next day.

The same call was going to 2 places by human input error.

Could be top echelon methods, phew. The signal seems coded at end, or it could be a hoax.

Is there a way to decode that signal or sound at end?

Sounds like a hoax. Most certainly not terrifying.

Just stick the DTMF in the begining through a simple decoder and that will give you the number she was being connected to. Manually dial the number from any phone and see what happens. Wouldn't do it myself, could be in for a nasty surprise at your front door before you have hung up!
