the longterm plan would be to go step by step
prisoners, patients, homeless, pensionists, policemen, armed forces, state officials, schoolkids...and then the rest. those who resists, would sooner or later fall under homeless or prisoners.

this way they can hardly expect any meaningfull resistance, because slowness gives the impression of 'non movement' and most people wouldn te be feeling threatened, always just a minority.

the shortterm plan - roundup and deportation to a fema.camp or forced vaccinations of all without exceptions - would undoubtfully provoke major escalations of rebbelions and even guerilla war.
