spam and general con artists

Surely, and forgive me but I am pretty PC iliterate, someone can develop a piece of software that when these con artists try to screw you (for example send you spoof remittance advises or kid you that you need to open an attachment for a legitimate reason) you can send it to their computer and it zapps them.
We need to fight back somehow as I get incensed that some little scum bag is out their hoping to effectively steal ofrom me or harm me and there is apparently nothing one can do.
If someone tried half these things in the local bar they would be dealt with.
Can we not fight back as opposed to just shrug and say 'defend yourslef as best you can'
