As "everything" was in the Big Bang singularity, well actually it was probably just the building blocks for "everything" seeing as nothing actually formed until after the bang, but I imagine the singularity would have been relativly large compared to the particles CERN play with and would have used (and produced) far more than 13 TeV of energy when it exploded.

look-up and compare: how many Joules of Energy are in 1 Watt, and how many Joules of Energy are in 1 electronVolt (eV)

Ok, here's my compiled bullet points of possibilities:

. Trying to open a portal stable enough to experiment in
. Attempting to create an artificial dimension
. Creating a magnetic field powerful enough to protect earth
. In the search for 'dark energy'
. Attempting to recreate the big bang (oh dear)
. Trying to shift earth out of our current orbit
. Attempting to directly affect the 4th dimension
. A big build up for the sole purpose of time traveling
. Creating an artificial star
. Attempting to create 'The Grid', as seen in Tron
. All of the above
