The Apollo missions had taken into account the radiation. They used speed. It was enough protection and the radiation was a minor risk when you look at the whole picture. Crazy? Yes, but still they did it.

The new craft will be taking on longer missions and will require better protection against radiation. New shielding technologies or methods of course have to be tested, this is about safety, something NASA is pretty big on these days. And yes, it is freak'n challenging to build a new, SAFE spacecraft, especially for the long distance, multi-role that is planned.
