I might be able to shed some light on this... I used to have a relatively wealthy white SA friend. His family wanted to leave the country due to all the violence and constantly being targeted... robbery attempts and such. The SA law prohibits people from taking over a certain amount of money out of the country. I don't know the exact number, but it is around 100k USD or something like this.

The reason is simple, SA knows that if all the white people fled, they would be royally f-ed.

I actually thought of this in regards to a previous post where the US gov wants to suspend passport/travel privileges for US citizens who owe taxes. In other words, if sh!t hits the fan in the US and rich white people try to flee, the govt. imposes a huge tax on taking money out of the country to block it.
