Just going to bring this more close to home for a bit, explaining one way how (locally, in the USA) some satanists, pedos and others have been able to operate in the past, likely still are.

County welfare offices (as well as other govt offices of every description), churches, medical clinics, banks, you name it.. are infiltrated by the cult and others who have evil intentions in mind.

Once a few cult members were in place in the welfare dept, for example, in the Pacific Northwest in the early 1950s, at least one (perhaps more) orphanage was bought or built by members of a satanic cult.

Regular children who were taken from their parents by the courts, or abandoned etc, were placed into this cult-ran orphanage (by the cult member welfare workers), as well as cult children placed there. The 'regular' children were kept separate from the 'cult' children. Only the 'cult' children were used by cult members for their evil deeds.

Once a week on Sunday, all the children were lined up together and prospective foster/adoptive parents from the community could view them and decide which they'd like to foster or adopt. Altho all the 'regular' children were available for fostering, the 'cult' children were never available. The unsuspecting foster parents were told which were available and which were not.

But the children themselves did not realize (at first), all of them thought they might get picked by a prospective parent. At first, the 'cult' children kept hoping, week after week, but after several weeks watched all but them get picked. It was all part of a systematic plan by the cult to destroy the 'cult' children, emotionally. Just as other of their activities were part of that plan to destroy them in every way.

The cult members who worked in the welfare dept would direct children to this orphanage as needed, always making sure that there were plenty of 'regular' children moving thru the orphanage to foster care and adoption within the regular community. It was their 'front', and to my knowledge the community never suspected.

The 'cult' children were fostered every 6 months in different homes of cult members, each home for one thing in particular they were to 'learn' (brainwashed, manipulated etc), sent back to the orphanage, then on to another cult foster home for a new lesson.

When the cult had a surplus of 'regular' children for their 'front', they scooted extra children into the other side with the 'cult' children. And that is one way the cult got many of their children without stealing them off the street.
