California is and always was a desert. A few centuries of wet weather was the anomaly not the return to it's normal state. Scientists can trace climate back for millenia and a few hundred years is just a blip.

Piss poor design for arid landscapes leads people to be-lie-ve in the nonsense of AGW. It's simple. Climate changes, all the time (geological time) always plan for the worst and you benefit. We have no control of the sun, nor our 'leaders' penchant for screwing with weather for whatever the hell reason they feel the need to. Between the sun changing and the aerosol spraying programs, we are in a tough scenario.
Our response is to 'tax' carbon which is BS, and try and carry on doing what we have been doing without any changes that make landscapes, and the humans that live in them, more resilient. The answer to most of the worlds problems can be found in the garden. Build tilth and add to your topsoil. Don't mimic a design system which was intended for another climate. Adapt to your landscape, don't adapt your landscape to suit you. Simple.
