I once read a book by a whistleblower from the 80s who wrote that if ever you hear of women and children being targeted, purposefully or `not`, that one would need to look no further than the CIA and Mossad for the culprits behind the attacks. Killing women and children is the sure fire method for instilling fear and hatred, then utilizing said fear and hatred within a people to promote operations of instability.
