Well, guess what: The first one M7.8 struck VERY close to the area known as "Sky Caves", an ancient network of mysterious mountain caves spread all over the cliffside of the so called "Mustang Kingdom". Nobody knows who built them and the access without climbing gear is so unlikely, that suggests they weren't built by primitive men.

Mind you the control is not 100% but enough to suit the reptoid gods' purpose. So man's physical presence on the moon doesn't matter for Chang E's myth.
