Prison systems exist to launder money for Big Business. There aren't enough murders and rapists to make it work, so jails are padded with hundreds of thousands of non-violent offenders who cost as much as $60,000 per year to keep behind bars.

I'd rather have that kid selling marijuana for $50 a bag than be paying $60,000 to turn him into a hardened criminal.
