Dream: Another world of ice and water, the moon with some construction on it and a surveillance camera

I was on some other world that is mostly ice, I fell in the water once but wasn't worried even though the water was cold there was some type of vehicle there. I think I was looking for something with someone. Then I seen the moon and it had some sort of construction on it, I think it was below the surface, though. There was some road with branches off of it for different sites and at the end there was a big "+" symbol. Then I seen a close up on the moon with an old styled surveillance camera with a green light on it. Just throwing this one out there. Not sure what it means.
