Depends on how deep or shallow the quake is i believe. Theres alot that factors into making a tsunami.

Large tsunamis are caused by mega-thrust quakes, typically much larger than 7. There are only a few faults on Earth capable of rising up 30 feet on the ocean floor and displacing enough water to do what happened in Indonesia or Japan.
