No, that's not correct. Paul clearly speaks of a "restrainer" being lifted in the last days right before the end:

2Thess 2:7 For the mystery of lawlessness is already at work. Only he who now restrains it will do so until he is out of the way.

In essence, those who reject Jesus will have to pay the atonement fee themselves, and that means wrath.
