And look up Blower Coils and Fan Coils and VAVs and you'll quickly come up with 15k on 117 LARGE buildings...over 12 million Sq ft under roof .

The cost of labor and materials to barb wire fence a roof top would far exceed the cost of protecting a couple dx coils in an air handler/HVAC.
Besides, any criminal with the skills to cut out metal for scrap resale could easily cut through this wire with bolt cutters. So let's drop that angle- it's a waste of time to debate this point.

The only thing that wire would stop is people that have no tools: prisoners.

I have seen many abandon factories and buildings and not one has the roof barbed wired.

This is to keep people in or rioters from climbing up.
