Well it's useless if you're a terrorist, I guess. If you're not, it gives you a fast efficient way to take the building down according to your existing plan so you know exactly where to place the thermite etc.

This goes along with getting the needed permits for demolition, probably having inspectors watch as you place the charges, etc. But it's known that you CAN demolish the structure cleanly, and it's known how you will do it.
