2. When all the kids took off, did he need to make them all sit down? They weren't committing any crimes... Everyone would have dispersed if the cops handled it in an orderly and respectful way. The only reason they were hanging around was because they saw signs of abusive cops and didn't want to leave the girls and other kids who were already on the floor around by themselves.
