IMO...

It's the Ceres version of Fukushima...(or vice verse.)

The Crater had a dome over it.

The Bright Spots are some sort of Nuclear, or Nuclear-Like material.

The round one being the reactor, the rectangle being a storage facility of fuel, or spent fuel.

the other bright spots probably and explosion that spewed some additional material around the facility.

Or it's Bird Droppings from a Dinosaur in Outer Space.
