Much of this is coming out of South America. It may be a way to isolate from intrusion . Now that quantum computing exsists, and is comercially availible, there is no encryption that cannot be broken. So the only way to neutralize the snooping is to isolate. Might be a good thing to know for when the internet switch gets thrown.
