DC Navy Yard Incident Is Suspicious

I have been thinking about this since this morning. Not to mention listening to many analysts blasting the response effort of the authorities...."they looked like a bunch of frat boys trying to find a party"....that was a direct quote.

So....what if this was a rehearsal or dry run to gauge the response?

I don't like to give these cowards any props, but I could see them doing this..
