His M.O. is to use his hype machine to destroy the chances of other candidates. Then he bows out of the race leaving the most well known name (Bush this time) to be the only candidate with a chance. Basically Bush will win the nomination by default because Rand and all of the others get completely ignored for months at a time due to Trump
