You got it wrong, isn't Popocatepetl, it's the Colima volcano which is nowhere near Popocatepetl.

Just checked the Mexican papers, the evacuation was a small village near the Colima volcano. There was a small eruption at Popocatepetl, but this has been normal for many years now. Alert level at Popo remains yellow, as it has been for years.
