Trump has indeed submitted paperwork, such as the FEC financial report, which was a major undertaking in Trump's case. Other candidates have not completed that paperwork taking advantage of 45 day extensions. (This is an example of how Trump is a doer. Even though his FEC report was 100 times more complicated than anyone else's he got his submitted because he gets things done!) Trump never filed ANYTHING in previous election cycles. Four years ago he toyed with the media. He probably did it to get more money from NBC. This time he told NBC he was not going to be doing the show.
