do you have any evidence that ANYONE filed any FOIA requests for these tapes? or that they would know what to do with them if they got them?

These are video tapes. They are large reel to reel data tapes containing telemetry with a low quality video feed piggy backed on it. Each only last about 15 minutes.
They have to be read with a special machine that no one in the public would have.

The first time we knew they were lost is when someone AT NASA thought they MIGHT be able to get a slightly better video off of them than the other multiple copies we already had. Then they went looking for them. You only know they are gone because NASA told you.
