Agreed. Also prior to the Civil War, America was not called "THE United States"; it was called "THESE United States" and understood to be a collection of sovereign states, each with its own Constitution. Not unlike the EU, each state was more like a nation than a state.

The intended purpose of the Fed was to keep a unity of sorts, to keep states from engaging in trade wars or resource wars against each other by maintaining fair interstate commerce and minting coin. Its duty was also to protect the USA and its interests via tariffs, foreign relations, regulation of immigration and borders, and ensuring that decisions regarding national defense in war time against an outside aggressor could be made more quickly by a more consolidated entity. Throw in protecting patents, running the post office, maintaining highways, taxation (not taxation resembling anything even remotely like what exists today), establishing courts, and protecting American's constitutional rights, and that's really about it. Anything more than that, and the federal government has overstepped its bounds.
