at 3:45 you see a good sized light green metal box, this is a SLC or a
subscriber line carrier. Its right outside the blgd. all the lines in the vicinity pass through this box and are supplied by "cards" or small circuit boards that can be switched out with different kinds, single line, centrex etc.
my guess is that "shack" is on top of or right next to a underground cable vault and the generator is being used to run it INDEPENDENT of the local central offices which use large chemical batteries. I'm surprised there is no small microwave tower nearby.

Doesn't prove anything -- quiet and empty.

I guess it's working. They are staying as quiet as possible with jade helm and people are starting to get impatient and just give up the idea altogether because of the lack of self satisfying doom.
