The city's housing authority and a lawyer representing the women confirmed that they'd reached the agreement for an undisclosed amount of money. It must be approved by the court and the U .S. Department of Housing. Settlement talks were held Dec. 18 and Dec. 23. An attorney representing the women would not disclose the settlement amount nor comment on its terms, but he said the problems outlined in the lawsuit were addressed before negotiations began. Francisco Hopkins around 3 a.m. New Year's Day in Baltimore County during a traffic stop. He was off duty at the time. Police said a 20-year-old woman was walking alone late Saturday night in the 1500 block of North Carey Street when a man pulled her into an alley, raped her and shot her in the head. Police said the woman managed to crawl to the street and get help. She is expected to survive. "This is a despicable act, and there's a despicable human being who's walking the streets right now, and we need the public's help to find out who that person is," Baltimore police Director T.J. Baltimore police said that Robert Ponsi, 29, was robbed and stabbed by his attackers for his bike and a cellphone. The group of family, friends and neighbors gathered on what would have been Ponsi's 30th birthday.
