No it isn't! I actually live near this base and it is nothing more than a storage facility with a whole lot of containers. I go to Atsugi and Yokota all the time even Atsugi is no great target let alone Camp Zama...Zama being nice for an Army base, Navy and Army bases are usually older looking, less modernized than Air Force....The way they see it is, Navy used to sleeping in small bearths, Army is supposed to be mud humpers, so nice bases would spoil them...I don't understand their line of thinking! As far as bases Air Force is always the best even though Navy tries to do better at times!
