The answer appears to be that there was a severe economic cost associated with a "supposed" problem of galvanic corrosion between the dissimilar metals making up the "tubes".

The PANYNJ-Silverstein transaction is the huge lynchpin in all of this. Instead of PANYNJ having billions in insurance money to rebuild THEIR structures... we have some Jewish/Israeli clown named Silverstein involved? And he pops into the scene a mere 6 months before the deal goes down?
