A guy, bit of a loser and drug user starts to get hasseled by an unknown guy who knows everything he does as he installed cable into his house etc, big paranoia psychosis thing going on where he tears house apart, he has detectives after him for murder also, he gets his legs cut off at some point in film and it has a twisted ending. Not cable guy although reminds me of jim carey. It's a revenge movie - bit like bug but funny.

At some point the main character is in a workshop garage type place and strapped to a bench and gets his legs cut off lol. Its gritty, twisted, psychotic and funny also.
