Recently this strange high pitch low humming sound can be heard in my town in Port Chester NY. Its oscillating. Goes up and down and almost disappears then comes back strong. Others can hear it. The strange thing about it is opening or closing the window doesn't make the sound louder or more quite. Check this video out at as sounds just like it.

I'm located at. 30 Madison Ave, Port Chester, NY 10573. Sounds are hard to figure out where it's coming from. My best bet is very high altitude and towards the south east of my location.
