Decoded top-secret data, no idea what it means

So we "crooks" dedicated Vets Day to seeing what a military establishment (not naming it) was hiding from the grand public.

Got some shit passed on to me on Sunday, miraculously got some of it decoded

We got 13 numerical values and each word that belonged to one of thirteen sentences had a value attached to the word. The words with each numerical value also had a letter on the end which determined its sorted order in the sentence. I assume their computers automatically sorted it out but we had to do it manually, so we followed along from the first value we found and went down from there.
