All persons who discharge any firearm are 100% responsible for that action. Firearm control and safety is to be exhibited at all times. Police know this more that the general public. The cops are only following the protocols put into place by local governments. That's why they are seldom prosecuted, because their actions are found to be LEGAL under existing laws, protocols and procedures. But then working to change state and local laws and police protocols is too much work. It means that you actually have to exercise your responsibility as a citizen and pay attention to what your elected representatives are doing, the laws they are passing, etc. Much easier to sit behind a keyboard and complain about the process than actually expending any energy to engage in it.
