The GNA, a "unity government", was formed under a United Nations proposal and subsequent agreement in December 2015. It was meant to bridge the political divide by replacing the two other rival governments operating in Libya. But since its installment in March 2016, the GNA has struggled to gather support on the ground.

Libya's elected parliament, the House of Representatives, has also refused to endorse the GNA, making the move to supply it with bank funds illegal under Libyan law, says Eljarh. "The PC has no budget because the GNA is not endorsed. The House of Representatives did not introduce or approve a budget.

"What they are trying to do now has never existed in Libya before. They are trying to bypass Libyan law to offer the PC an emergency budget to operate."

After six months of heavy fighting, Libyan forces have advanced so deep into the strategic city of Sirte that they can pick out the Tunisian and Egyptian accents of their ISIS enemies as they trade insults over the frontline.

Victory is imminent on this remote front of the war against ISIS, with the last few militants staging a last stand in a small area of just one square kilometer (0.4 square mile), US and Libyan officials say.

But the battle has been long and hard, and holds lessons for US backed forces trying to force ISIS out of the much larger Iraqi city of Mosul more than 2,500 km (1,500 miles) away.

‘We faced unbelievable resistance. They won’t leave their posts even when houses are collapsing on them,’ said Osama Issa, a 37-year-old businessman fighting with Libyan forces in Ghiza, the last neighborhood of Sirte that ISIS holds.

A Western-backed deal to salvage Libya is falling apart

Far from ending the Libyan conflict, the Skhirat deal has merely reconfigured it, says a new report from the International Crisis Group (ICG), a think-tank. “A year ago, the conflict was between rival parliaments and their associated governments; today it is mainly between accord supporters and opponents, each with defectors from the original camps and heavily armed.”

Neither side is satisfied with the Skhirat agreement, which left security questions unanswered. Indeed, the HOR’s position stems in large part from its fear that Khalifa Haftar, the general in charge of the Libyan National Army, the biggest armed group in the east, would be sidelined under the deal.

The conflict looks likely to escalate. In September Mr Haftar captured several oil facilities along the coast. Now a hodgepodge of militias, most of them Islamist, are readying to fight Mr Haftar there and in cities such as Derna and Benghazi.

“Aren’t you ashamed to repeat claims by a man who has spent time in jail?” Sarkozy retorted during the final television debate among seven right-wing presidential hopefuls ahead of the first round of their primary Sunday.

Sarkozy, who is bidding to recapture the presidency in next year’s election, has for years been dogged by allegations that he accepted millions from Qaddafi during his successful 2007 run for the top office.

Libya unity forces say closing on Sirte jihadists

Forces loyal to Libya's Government of National Accord said on Monday that they are closing in on the last Islamic State group fighters in the coastal city of Sirte.

The pro-GNA forces said they managed to dislodge IS fighters from a fortified school in the Al-Giza Al-Bahriya district that the jihadists had fiercely defended.

Artillery pounded IS positions as pro-GNA fighters mainly from the western town of Misrata advanced house by house, said an AFP correspondent who reported seeing wounded.

Tunisia: US military is using our military bases

Tunisian President Beji Caid Essebsi has confirmed reports that US aircraft drones will use Tunisian military bases for the “benefit of Tunisia.”

In an interview aired on local TV, Essebsi confirmed the presence of 70 US military personnel to train local forces to conduct drone operations in neighbouring countries, particularly Libya, against Daesh strongholds.

Having previously denied reports that Washington would use its military bases, Essebsi said the presence of Americans would be used to counter “the existence of the terrorist threat coming from the concerned areas,” in reference to neighbouring Libya. He added that everything possible must be done “to protect Tunisia, and to avoid a de facto Ben Guerdane”, referencing the terrorist attack earlier this year in the border city.

Egyptian President says his country supports Haftar self-styled army at all times

Cairo’s implication in the Libyan war and its support to the LNA can be considered as a preventive measure and an extension of its fight against extremist groups in the Sinai. The border between the two countries is notorious for the trafficking and smuggling of arms. Given that extremist groups in both countries have pledged allegiance to the Islamic State, their cooperation is a sign of mutual assistance in complementing each others effort and shortcomings. Reports are also emerging that Egypt has sent pilots to Syria to support President Assad regime against armed opposition groups supported by Saudi Arabia, Qatar, Turkey and even UAE.

Libya rejects OPEC production cuts

Libyan general Khalifa Haftar meets Russian minister to seek help

Khalifa Haftar, the military commander of Libya’s eastern government, has met Russian foreign minister Sergei Lavrov and said he was seeking Moscow’s help in his fight against Islamic militants at home.

Haftar, on his second visit to Moscow since the summer, requested military support from the Kremlin in September, according to Russian media. It was unclear on Tuesday if such help would be forthcoming.

“Our relations are crucial, our goal today is to give life to these relations,” the TASS news agency quoted Haftar as saying at the start of talks with Lavrov. “We hope we will eliminate terrorism with your help in the nearest future.”

Martin Kobler: Dialogue Sole Solution to Libyan Political Crisis

Cairo- U.N. envoy to Libya Martin Kobler told Asharq Al-Awsat that he was still optimistic on the possibility of Libya regaining stability, unity and peace. For the second time in less than a month, Kobler arrived in Egypt for meetings with various parties on the Libyan crisis.

The U.N. envoy said the purpose of these visits is to amend the Constitutional Declaration which is being enforced since the regime of Muammar Gaddafi was toppled in 2011, adding that it’s worrying to see a government depending on militias.

He stressed that militias have no future in Libya but this situation can’t be changed overnight.

Libyan forces recapture Gaddafi's hometown of Sirte from Islamic State

After months of combat, Libyan forces have taken full control of the town of Sirte, former headquarters of the Islamic State (IS) group, a spokesman has said.

Forces loyal to the Tripoli based Government of National Accord (GNA) received the backing of US air strikes in the final stages of the fight to retake the town. The insurgents had been fighting back usually using suicide bomb attacks.

The last group of buildings in the Ghiza Bahriya neighbourhood, where the militants were holding out, had fallen to troops led by brigades from Misrata, spokesman Rida Issa further disclosed.

General Khalifa Haftar, chief of the Libyan National Army (LNA), and his forces have taken control over two of the four export terminals in the Oil Crescent, according to a spokesperson for the LNA. His words were confirmed by a representative of the National Oil Corporation, speaking to Reuters.

Russia seeks to influence in Libya

Hifter visited Moscow to meet with Russian Foreign Affairs Minister Sergey Lavrov, seeking a potential arms deal. In return, rumor has it that Moscow would receive permission to build a military base in Libya, granting it greater leverage to exert political influence on the country. A deal would also likely be a game changer for Hifter, who seeks to take back the country from Islamist militants. Moscow thus far has denied allegations of going forward with any deal.

Libya has been split into two rival governments: one based in Tripoli and the other based in the eastern city of Tobruk. The government in Tripoli is backed by the United Nations, while the government in Tobruk supports Hifter. In December 2015, a unity government, called the Government of National Accord (GNA) was founded. The GNA is the latest political solution promoted by the UN to end the civil war which began in 2014.

Many believe Hifter aspires to be a leader that can unite Libya, as his Libyan National Army (LNA) clears out Islamists in cities such as Benghazi. Others dislike Hifter, due to his military experience under longtime dictator Moammar Gadhafi - some see him as a remnant of the old regime. Gadhafi was killed in a NATO-led intervention in 2011.

What peace in Libya?

Do you suppose the words of Baron Rothschild in the 18th century, crossed subconsciously the mind of the Libyan British Business Council (LBBC) when they decided to hold a conference last week in Malta encouraging British industry to start commercial activity in Libya?
Rothschild famously said: “The time to buy is when there’s blood in the streets.”

I’m sure not but it does seem a tad premature that senior experienced diplomats of such high calibre as distinguished Arabists Vincent Fean and Robin Lamb should lead a business conference to discuss commercial opportunities in Libya; too early some would say given Libya is on the brink of a full-scale civil war.

Militias and political factions have been fighting each other across the length and breadth of the Libyan capital Tripoli, bringing down the curtain on hopes that the internationally-supported Government of National Accord (GNA), of which the Obama administration was a key architect, can impose order on this chaotic country.

The legitimate and internationally recognised government was overthrown by pro-Islamist militias. Now, there are effectively not two but three governments in Libya. The paralysis between the groups has created a vacuum for those with extreme ideological sympathies to have input in governing, particularly Tripoli.

The international community, including the US, only recognise one government; the ‘Government of National Accord’ formed and forced on Libya by way of a UN Resolution, along with its puppet Prime Minister Faez Serraj. Both lack credibility because the GNA has no military strength other than a loose command over different Islamist militias, and is also viewed by Libyans as a Western imposition that is not formally recognised by Libya’s democratically-elected HOR parliament.

Netherlands Helps Stranded Migrants Return Home from Libya

Libya - The Government of the Netherlands has donated nearly EUR 1 million to fund a 12-month IOM project: Supporting Humanitarian Repatriation and Reintegration of Vulnerable Migrants out of Libya.

It will provide assistance to some 400 stranded migrants who voluntarily return to their countries of origin. Of these, 180 particularly vulnerable migrants will be eligible for post-arrival reintegration support.

Now, if these people were physically forced from their homes and put on boats against their will, I can see how this program has a benefit.
But I think most of these people DON'T want to be returned home, they just got caught, and will probably try again. Many people pay traffickers to get them on those boats.
