EU Hesitates to Widen War on Islamic State After Libya Bomb

European leaders are tentatively planning to send peacekeeping troops to back up the future government, the product of a power-sharing arrangement struck in December between two delegates of rival regimes on opposite sides of the oil-rich state. It is meant to be up and running within a week or two.
“The most likely scenario is that it will be a Libyan government which will intervene with the help of a foreign coalition,” said Arturo Varvelli, an analyst at the Milan-based Institute for the Study of International Politics. “No one wants to put boots on the ground, so any foreign coalition will be limited to small units for training and some special forces, there is too much anarchy out there.

Tunisian protesters block road leading to Libyan border

Tunisian protesters in the southern province of Tataouine yesterday blocked the road leading to the Thuhayba-Wazan border crossing with Libya, demanding authorities allow them to do business with their neighbour.

Eyewitnesses in the city of Thuhayba reported protests starting to escalate on Tuesday, tyres were burnt in front of the municipality’s headquarters, demonstrators then closed off the road leading to the crossing.

According to the Anadolu Agency’s correspondent, the crossing was officially closed on Wednesday for one hour.

EU Pledges 100 Million Euros to Aid Libya's Unity Government

The European Union's foreign policy chief has unveiled a 100 million euro ($109 million) aid package for Libya's fledgling unity government one day after an attack by a suicide bomber killed at least 60 policemen.

Federica Mogherini announced the aid deal Friday at a joint press conference with Libyan Prime Minister Fayez Sarraj in Tunis, the capital of neighboring Tunisia, where the unity government is temporarily based.

Having a foothold in Libya could prove a significant boost to IS, both as a propaganda tool and in operational terms.

"It says, we can have a presence wherever we choose,” Widdershoven told VOA. “It is not up to NATO, Washington, or London or Brussels. If you want us out of Iraq, we will go to Libya, and if you come to Libya, we can move to Egypt or back to Iraq."

The closeness to Europe adds to the group's claims of an expanding caliphate.

Can Libya’s new government balance international, domestic duties?

According to UN envoy to Libya Martin Kobler, Libya will have one government by the end of January 2016, and it will be in Tripoli. Despite the difficulties facing it, the new government of national accord has already won major international approval. On Dec. 23, the UN Security Council adopted Resolution 2259, recognizing it as the sole legitimate government of the war-torn country.

Artillery fire hits power station in Libya's Benghazi

A security official blamed "terrorists" for the attack.

"Howitzers were used in the attacks," said Captain Adnan al-Baba, a spokesman for a Libyan anti-terrorism squad.

He said for such guns to hit with precision "someone on the inside must supply the terrorists" with specific coordinates otherwise "it is impossible to target the power station".

“We have Daesh [the Arabic acronym for IS] in our town, for sure,” said a senior official from al-Khoms - just 115km from Tripoli - who spoke to Middle East Eye on condition of anonymity. “They are small in number, but it’s like a snowball. They are targeting our youth now, and this is how they become strong.”

He said that propaganda DVDs were being surreptitiously distributed among young people.

“I have watched this film and it is like a promotional video designed to brainwash 15- to 25-year-olds. Believe me, if you see it, you can understand why people join Daesh,” he said. “I think they used professional psychologists because they know exactly how to affect the minds of young men.

Fires at Libyan Oil Terminals Extinguished

Firefighters working for Libya’s National Oil Co. “managed efficiently to extinguish the fires at Ras Lanuf and [Es Sider] terminals,” the company said in a statement on its Facebook page. The fire at Ras Lanuf began Monday, and the Es Sider blaze started Tuesday.

Misrata ambulance full of explosions dealt with safely during Serraj visit

The ambulance was believed to have been heading towards the city’s airport and the visiting party of Faiez Serraj, GNA Prime Minister-designate.

Details are still unclear, but it is reported that the ambulance originated from Zliten and tried to make its way into either central Misrata or most likely its airport hoping to achieve maximum damage

Full Measure: Benghazi rescue interrupted?

Now an email hidden from public view for three years reveals another rescue attempt was apparently interrupted. The military offered to deploy Special Forces to Benghazi during the assault, long before the attackers killed CIA contractors and former Navy Seals Glen Doherty and Ty Woods.

The overthrow of Gaddafi & Co was far from being a straightforward revolution against tyranny, but the West’s latest military intervention can’t be debunked as being simply about oil. Presented by the National Transitional Council (NTC) and cheered on by the Western media as an integral part of the Arab Spring, and thus supposedly of a kind with the upheavals in Tunisia and Egypt, the Libyan drama is rather an addition to the list of Western or Western-backed wars against hostile, ‘defiant’, insufficiently ‘compliant’, or ‘rogue’ regimes: Afghanistan I (v. the Communist regime, 1979-92), Iraq I (1990-91), the Federal Republic of Yugoslavia (over Kosovo, 1999), Afghanistan II (v. the Taliban regime, 2001) and Iraq II (2003), to which we might, with qualifications, add the military interventions in Panama (1989-90), Sierra Leone (2000) and the Ivory Coast (2011). An older series of events we might bear in mind includes the Bay of Pigs (1961), the intervention by Western mercenaries in the Congo (1964), the British-assisted palace coup in Oman in 1970 and – last but not least – three abortive plots, farmed out to David Stirling and sundry other mercenaries under the initially benevolent eye of Western intelligence services, to overthrow the Gaddafi regime between 1971 and 1973 in an episode known as the Hilton Assignment.

At the same time, the story of Libya in 2011 gives rise to several different debates. The first of these, over the pros and cons of the military intervention, has tended to eclipse the others. But numerous states in Africa and Asia and no doubt Latin America as well (Cuba and Venezuela spring to mind) may wish to consider why the Jamahiriyya, despite mending its fences with Washington and London in 2003-4 and dealing reasonably with Paris and Rome, should have proved so vulnerable to their sudden hostility. And the Libyan war should also prompt us to examine what the actions of the Western powers in relation to Africa and Asia, and the Arab world in particular, are doing to democratic principles and the idea of the rule of law.

Libya Plans Oil Loading at Eastern Port for First Time Since 2014

Libya’s National Oil Co. is trying to load oil stored at the eastern Ras Lanuf port for the first time since 2014, the country’s oil officials said Monday after a new attack was thwarted at another terminal.

The news come after Ras Lanuf, along with the neighboring Es Sider port, were repeatedly attacked last week by the radical militant group Islamic State, which set on fire as many as seven oil storage tanks. The fires were extinguished over the weekend.

IS in failed maritime attack on Libya oil terminal: guards

Benghazi (Libya) (AFP) - Libyan guards said Monday they repelled a maritime assault by the Islamic State jihadist group on Zueitina oil terminal in the north of the country.

IS tried last week to seize export terminals in the so-called "oil crescent" of northern Libya, killing 56 people in two suicide bombings in Zliten and Ras Lanouf, east of Tripoli.

Libya-Turkey: Turkey’s Davutoglu endorses GNA

Turkish Prime Minister Ahmet Davutoglu Monday threw Ankara’s support behind the Libyan Government of National Accord (GNA) in a meeting with Faiez Serraj, Libya’s unity government Prime Minister-designate, reports say.
Prime Minister Davutoglu according to Turkish reports relayed by Libya’s “Libya Herald” is very concerned by Libya’s unity and security and deems that the GNA could help the country restore its stability. It is also reported that Ankara pledged to support Libya’s reconstruction.

Libyan presidency council backs General Haftar

Haftar is, however, well known to have been against the new national unity government. Libya Herald noted that the statement was the strongest one of support yet and that it had been released on Monday to condemn recent heavy weaponry attacks in Benghazi against a major power station (the main source of electricity for the city and much of the wider area), a camp for displaced Tawerghans and a local factory. The statement said the attacks were ''failed attempts by the so-called Islamic State and "dark powers" '' and praised the sacrifices of LNA soldiers. It said that the army would be given the highest possible support once the UN Security Council revokes the arms embargo. Haftar, head of the armed forces of Tobruk, is at the very last wary of the agreement, as many observers have noted.
