U.S. Commandos Expand Anti-ISIS War into Libya

Increased rhetoric from Obama’s top military chiefs about operations in Libya indicates a plan for military involvement is on the way, reportedly in the form of ground-based commandos to gather intelligence, rally local forces and call in airstrikes.

When asked Wednesday, Pentagon spokesman Peter Cook declined to offer specifics on current operations, but indicated the military is forging a plan akin to previous attempts to rally local support for U.S. operations.

“I’m not going to tell you exactly what the disposition of our forces are there,” Cook said. “I can acknowledge we’ve had forces on the ground previously.”

Libya wants $50m from WHO which however lacks the money

Libya has begged the World Health Organisation to press ahead with a $50 million assistance programme as the chaos in the country’s health service reaches crisis levels. At stake, it says, are the critical health needs of two and a half million people.

However as of last month, less than $3 million had been pledged by member states. South Korea has put up $1.5 million, the US 700,000 and the EU $540,000.

No Libyan flights to Tunis Carthage or Hammamet yet, Tunis aviation authority says

There has been no decision to reinstate flights by Libya carriers to Tunis Carthage Airport or allow them to go to Hammamet’s Enfihda Airport, Kamel Sammari, a senior media official in the Tunisian General Directorate of Civil Aviation, has told the Libya Herald. Any such order would have to be taken by Tunisian prime minister, he said, and none had been made so far.

The mission participants are working together to draw up a list of possible targets for future British and coalition airstrikes.
There are widespread fears that Daesh, which has seized a long stretch of coastline around the city of Sirte, wants to move its headquarters from Syria to north Africa and threaten the Mediterranean.
Over past weeks, ISIS have stepped up attacks against the country's oil infrastructure and made the most deadly single raid since the 2011 overthrow of Muammar Gaddafi.

Despite an almost total lack of public debate, Western military escalation in Iraq, Afghanistan and Libya is on the rise.

Renewed military interventionism has been largely justified as a response to the meteoric rise of Islamic State networks, spreading across parts of the Middle East, North Africa and Central Asia.

Missing from government pronouncements, though, is any acknowledgement that the proliferation of Islamist terrorism is a direct consequence of the knee-jerk response of military escalation.

Discarded to the memory hole is the fact that before each of the major interventions in these three countries, our political leaders promised they would bring security, freedom and prosperity.

Instead, they have done precisely the opposite.

Informed sources revealed to Asharq Al-Awsat that the Sarin gas is a compound chemical forbidden by the international law and stated that its a chemical that nerve agent developed into weapons of mass destruction, is present in Libya.

Worth noting that sites rich with Sarin gas storage in Libya are at a majority under control of ISIS extremists.

Furthermore, sources revealed that zones known for holding the highest percentages of Sarin gas storage in Libya like al-Nakhlat compound, located in the Bab al Huriya area, are infested with armed ISIS militants.

Islamic State (Isis) commanders fighting in Libya are thought to have been targeted by a lone sniper, who has killed 3 high-level jihadis in just 10 days. As Daesh (IS) extremists gain ground in the war-torn north African country, a sharpshooter is said to be at work in the city of Sirte, systematically picking-off IS commanders one-by-one.

And, according to local media in the former Muammar Gaddaffi-stronghold, IS are now sweeping the city hunting for the marksman, dubbed on social media as the 'Daesh hunter'. The coastal city has been overrun by the terror group, who now roam the streets freely.

UK awaits outcome of Libya talks as it weighs military options

A British decision on whether to join western powers considering direct military intervention against Islamic State in Libya is likely to rest on whether long-running efforts to form a viable Libyan national unity government will materialise in the coming weeks.

The Pentagon and the French government have been pressing for direct action following a meeting in Paris last week, and Italy has said it would consider involvement. Downing Street said on Monday that no decisions had been taken regarding British troops and fended off questions about whether they would be deployed in a combat or training role.

The Ministry of Defence has not confirmed reports it is willing to send as many as 1,000 troops to the country, which has fallen into chaos following the violent overthrow of Muammar Gaddafi and allied air strikes in 2011.

Attack damages oil pipeline south of Libya’s Zueitina port

Maintenance teams are working to repair damage caused by an attack on an oil pipeline south of the Libyan port of Zueitina, a spokesman for the pipeline’s guards said on Monday.

It was not clear who carried out the attack late on Sunday evening, but Islamic State of Iraq and Syria (ISIS) militants have been active in the area in recent weeks.

Good intentions aside, questions remain as to whether those western countries which helped break a functioning state whose people lived in security and relative prosperity are capable of fixing it and would the various political players, armed militias and tribes that are unable to agree on a common cause welcome their efforts? It’s been proved that airstrikes alone even with the complicity of governments cannot cure the disease that is Daesh; they only setback its ambitions while taking a toll on civilian lives.
Let’s face it. Obama’s regional policies have until now has been an abject failure on just about every score. Why should Libya be any different?

In a press statement after the meeting, Kerry said the coalition was seeing "renewed activity" in Libya and hinted at military aid for the Libyan authorities who are in the process of forming a government of national unity.

France: ‘Major Risk’ of Islamic State Jihadis Among Migrants from Libya

In an interview on French television Sunday, Le Drian said that there is an “urgent” need for a political solution in Libya where “Daesh is being established.” Reports suggest that Islamic State fighters in Libya now number in the thousands.

“I’ve been very worried about Libya since September, 2014
,” Le Drian said. “There they are, just 200 miles from Lampedusa, and they are expanding.”

The French minister added that “when the Mediterranean weather is good, there is a risk that [ISIL fighters] will make the crossing, mingling with migrants. It is a major risk.”

Islamic State took control of the city of Sirte last year. Sirte was the hometown of the former Libyan leader Muammar Gaddafi. The Islamist group is believed to have received support from some loyalists of the former regime.

U.S. President Barack Obama will continue to be updated on the risks of the spread of Islamic State to Libya, and the United States will take action in the North African country to counter that threat if necessary, the White House said on Wednesday.

Five years after the violent uprising that brought down Libya's Colonel Muammar Gaddafi, fighters from so-called Islamic State (IS) have established a base in the coastal city of Sirte.
With an estimated 1,500 fighters in the city, they have started to impose their own rule of law, with dress codes for men and women, segregation in school classrooms and the establishment of a religious police.
Punishments inflicted on residents, for crimes ranging from theft or alcohol production to "spying", include imprisonment, amputations, public crucifixions and beheadings. The group has set up its own "police force" and is reported to be carrying out house to house searches and forcing people to attend Islamic re-education classes.

Libya loses voting rights at UN General Assembly over non-payment of UN dues

Libya has had its voting rights UN General Assembly (UNGA) suspended because it has not paid its membership dues, it has been revealed.

Under Article 19 of the UN Charter, member states lose their right to vote in UNGA “if the amount of its arrears equals or exceeds the amount of the contributions due from it for the preceding two full years”.

In a letter to the UNGA a fortnight ago, Secretary General Ban Ki-moon said that to have the ban lifted, Libya would have to pay a minimum of $1,369,638 towards reducing its debt.

Karasik said there appears to be movement toward coordinating a Libyan-led attack on ISIS in Libya with the UN-mandated Libyan government failing to coalesce, and with Libyan National Army General Khalifah Haftar's recent visit to Cairo.

"Russia and the UAE may see the West dillydallying on attack plans since they want the UN-mandated government to be installed in Tripoli, which is not happening. Currently, this UN government is stuck in Tunis. Russia and the UAE do not want to see ISIS in Libya expand anymore than the group already has in and around Sirt and beyond," Karasik said.

Tunisian President Beji Caid Essebsi has warned that any foreign military intervention in Libya could have disastrous consequence for his own country. Why Aren't People Talking About What Is Happening In Libya?

Libya is imploding. Its oil exports have fallen from 1.4 million barrels a day in 2011 to 235,000 barrels a day. Militias hold 8,000 people in prisons, many of whom say they have been tortured. Some 40,000 people from the town of Tawergha south of Misrata were driven from their homes which have been destroyed.

Unfortunately, the militias are getting stronger not weaker. Libya is a land of regional, tribal, ethnic warlords who are often simply well-armed racketeers exploiting their power and the absence of an adequate police force. Nobody is safe.

Libya represents a classic case of the failure of Arab Spring. Even though pro-democracy outbursts took place in 2011, after the death of Gaddafi, Libya has descended into a political morass. The foreign intervention of US, France and Britain in Libya with the imposition of a ‘No Fly Zone’, camouflaging the Western vested interests of implementing neo-conservative regime have failed in Libya as it did earlier in Iraq.

Ansar al Sharia claims to have downed jet flying over Derna, Libya

Ansar al Sharia, an al Qaeda-linked group, claims to have shot down a Libyan jet earlier today. The claim of responsibility (seen above) was posted on Twitter feeds maintained by Ansar al Sharia’s propaganda arm (Al Rayah Media) and radio station. The organization says a special air defense brigade was responsible for the jet’s crash, but no other details were provided. Jihadists also tweeted images of the plane’s wreckage (see below).

Libya’s Air Force chief of staff, Brig. Gen. Saqr al-Jaroushi, told the Associated Press (AP) that a plane was in fact shot down.

Libyan warplane crashes after attacking ISIS

Spokesman Nasser el-Hassi told AFP the pilot of the MiG-23, Younes al-Dilani, “survived the crash”.

Hassi refused to reveal the cause but LANA news agency, which is close to the recognized government, attributed it to “technical problems”.

Libya's central bank causing 'civil war' by paying rival militias, says UK envoy

Five years on the uprising that overthrew Colonel Muammar Gaddafi, the country is in a state of meltdown thanks to constant in-fighting among its different armed factions – who are all still on the government payroll.
Peter Millett, Britain's ambassador to Libya, told a Lords hearing on Monday that the number of gunmen had multiplied since the end of the war because of the Libyan central bank's policy – which began after militiamen threatened the minister of finance at gunpoint.
"There is a real problem with the proliferation of militias," he said. "The fact is that all main militias are still paid for by the central bank. Bored young men can join a militia, then they have a salary and something to do."
Asked why the central bank was continuing to fund all the different militias – including factions who are at each others' throats – Mr Millett said: "I am told that in 2012, a gun was held to the minister of finance's head and he was told 'sign that cheque'. They were told that the easiest thing was simply to buy off the militias."

The new funding provides the first concrete indication of what the U.S. military may do to battle the threat, including expanded drone and surveillance flights, strikes and other operations. And it is the first time that the Pentagon has included a separate increase for operations against the Islamic State in Africa.
There were no details on how the money would be spent. The $200 million is an overall increase the department's war funding, including the ongoing effort in Afghanistan, and the airstrikes and training in Iraq and Syria against the Islamic State. The war funding request is $58.8 billion for 2017, compared to $58.6 billion this year.

ISIS shoots down fighter jet in Libya’s Benghazi

A MiG-23 fighter of Libya’s internationally recognized government was shot down Friday as it carried out air strikes on opposition positions in the coastal city of Benghazi, the military said.

Nasser el-Hassi, spokesman for the government’s forces, told AFP the plane was “shot down in Qaryunes, northwest Benghazi, as it bombed positions of the (Mujahedeen) Shura Council”, a coalition of Islamist militias close to Al-Qaeda.

The ISIS militant group claimed its fighters downed the plane, according to SITE Intelligence Group, a U.S. monitor of militant activity on the Internet.

Meanwhile the pilot is reported to have landed safely after ejecting from the plane’s cockpit, but his whereabouts are currently unknown.

However initial reports from ISIS linked news outlets have claimed the vile terror cell are looking for any survivors of the crash.

Libyan air force chief of staff Brig. Gen. Saqr al-Jaroushi said the army is beginning investigations to see if “terrorists have acquired new weapons capable of shooting down our planes.”
