Trump has consistently said in public events 35%, 35%, 35%, I don't know how many times. He never changes that number.

Here they are taping him in a candid conversation, which I am sure he knew they were doing, and he said it should be 45% based on their currency manipulations. But that is not what he is advocating; for whatever reason he obviously thinks 45% is too high, even if it were fair. That's why he is ALWAYS advocating 35% all the time.
