regarding Oregon complaint against Bundy et al...was it the SPLC definition?

Reading the affidavit on the standoff complaint. Paragraph 43 is discussing the complaint against Pete Santilli. It is alleged that Santilli "often wore an insignia which indicates his affiliation with Oath Keepers and III%". It then states "according to open source information the Oath Keepers and III%ers have been identified as organizations associated with the anti-government and patriot movement". So which open sources get to define these things?? I'm just a bit curious. For Pete's sake Santilli was simply recording things for posterity so all would be transparent to the public.
