Absolutely!
Considering he didn't have a weapon in his hand, considering he was in knee deep snow and didn't "rush" anyone and considering he had 6 bullet holes in him - the courts would find the perpetrator guilty of murder.
But because it's the cops - no charges will be laid.

Cops are above the law.

Because he had NO weapon in his hands.... and no evidence that he even had a weapon.... just because he was reaching or grabbing his side from being shot.... I'd say they murdered an unarmed man.

Show me his weapon !!!!! No weapon = No threat.
