So they started to lower it in order to stabilize it. That's when something went wrong. These guys were in an office and saw it being moved. They probably thought it was interesting to watch. They didn't know it was going to crash. Large cities like NYC, Houston or Chicago have tremendous wind velocities due to the channeling of wind around the buildings and corridors....think "WIND TUNNELS".
