The time for preemptive action passed, once they have a miniaturized nuclear warhead and a missile that can deliver that nuke almost anywhere preemptive action becomes more risky. If you attempt to take out their capabilities, they will retaliate with whatever nukes they can. South Korea, Japan US military bases in the region etc... Damned if you do damned if you don't. The more significant threat now is that NK could, or will share their nuclear weapons and or technology with other enemies of the USA, there isn't much that can be done about that now either. |

They got the rocket technology from China, which obtained that from the USA, specifically from the Clinton administration. Nuclear technology was obtained from A Q Khan. NK has shared all of it with Iran... NK making this available to groups like ISIS or others that wouldn't hesitate to use it is the real threat now. |

Who knows though The satellite in orbit is a successful test of ICBM. if you can put a satellite of specific size and weight into orbit, you can deliver a nuclear warhead virtually anywhere... |

Who knows though putting a satellite in orbit is the same as delivering a nuclear payload into space clearly demonstrating global reach. |
