Satan does not because he was removed a couple hundred years ago. Lucifer was removed at the time of christ.

So your question cannot be answered fully. However darkness and ignorance still reigns supreme in this world. Humankind is not yet god knowing enough for it to be said that God rules this world.

Technically the world is ruled by the celestial hierarchy. Our one time planetary prince who ruled this world .. name was Caligastia went with Lucifer and was FIRED by Michael of Nebadon 2000 years ago and since then the Michael Son who incarnated as Jesus has ruled this world.
